ARTICLE 43 INTERNATIONAL CONCLUDES A TWO-YEAR MENTORSHIP PROGRAMME IN TURKANA COUNTY WITH KONRAD ADENAUER STIFTUNG

The mentorship project, conducted from January 2022 to September 2024, targeted young political enthusiasts and aspirants from Turkana County. The program was designed to enhance their understanding of critical governance and political concepts, providing them with valuable insights and tools for active involvement in their local communities.

TRAINING METHODOLOGY

The training workshop was delivered through a structured participatory approach that involved the facilitator leading the various discussions. The engagements/sessions were a “dialogue” as opposed to a “monologue” where only the facilitator would deliver content. The training had question-answer sessions, deliberation sessions, and experience sharing, especially by the facilitator, as the audience was relatively younger. The participants received maximum opportunity for learning through the participatory learning process explained above.

KEY TOPICS COVERED:

  1. Budget Cycle:
    • Participants were educated on the budgetary process, including planning, formulation, approval, execution, and audit.
    • They learned about the importance of public participation in the budget-making process and how to engage effectively with the county’s fiscal matters.
  2. Structure of Executive and Assembly:
    • The structure and functions of Turkana County’s executive and assembly were explained in detail.
    • Participants gained insights into the roles and responsibilities of key officeholders and their interplay in the decision-making process.
  3. Role of Youth in Devolution:
    • The significance of youth engagement in the devolution process was emphasized.
    • Strategies for young individuals to influence local governance policies and decisions were discussed.
  4. Civic Education:
    • Participants received comprehensive civic education, covering topics such as voter registration, electoral processes, and the rights and responsibilities of citizens.
    • The importance of civic education in promoting informed and active citizenship was highlighted.
  5. County Government Act and Constitution of Kenya, 2010:
    • In-depth sessions were conducted to elucidate the provisions of the County Government Act and the Constitution of Kenya, 2010.
    • Participants learned how these legal frameworks guide county-level governance and protect citizens’ rights.
  6. Turkana Youth Council:
    • The role and functioning of the Turkana Youth Council were explored.
    • Participants were encouraged to consider active participation in the Youth Council to represent the interests of young people in Turkana County.

The mentorship project had a profound impact on the participants:

  • Increased Knowledge: Mentees gained a deep understanding of the topics discussed, enhancing their ability to participate effectively in local governance and politics.

CONCLUSION:
The mentorship project by Konrad Adenauer Stiftung for Turkana young political mentees successfully imparted knowledge and skills essential for active participation in local governance and politics. The participants’ increased understanding of topics such as the Budget Cycle, County Government Act, and the Constitution of Kenya, 2010, is expected to contribute positively to the development of Turkana County. The project also inspired young individuals to become catalysts for change within their communities and to pursue careers in politics and governance.

This initiative aligns with the broader goal of empowering youth and fostering good governance in Kenya, ultimately contributing to the country’s democratic development.
